近期,建行宁波市分行纪委持续深化解决形式主义官僚主义突出问题、整治“无效劳动”,从明确分行内设部门职责、日常工作及业务流程、规章制度等三方面着手梳理,开展全流程、“嵌入式”监督,助力基层减负常态长效。<\/p>
目标责任化。重点监督分行有关“无效劳动”专项整治工作方案是否真正做到为基层减负,督促分行各职能部门找准“减负”工作的切入点,进一步压实目标责任、细化整改重点,多措并举切实提升基层获得感。<\/p>
监督精准化。通过深入基层走访、参加座谈会等方式,与基层群众“面对面”,认真倾听基层诉求,全面调研分行各条线目前存在的“无效劳动”突出问题。经核实后,共梳理出商机投放、对公价格审批等53个基层反映强烈的“无效劳动”问题。<\/p>
成效显著化。督促20个分行部门,提出切实可行整改措施,确保整改实效,防止搞形式、走过场。截至目前,已完成压缩分行本级会议12.7%,精简发文数量14.3%、报告报表12.2%、督查检查61.8%,废止失效规章制度188件,系统梳理规章制度完成率102.6%,切实为基层减负落到实处。<\/p>
